When someone starts a new company, he needs finances to start the cycle, he needs people to use these finances to develop the product which the company is going to sell, and the equipment which will need to manufacture the product. So the first department would be the Human Resource Department, second would be the finance department, third one would be the manufacturing department. After these department, other departments like Distribution, supply chain, marketing and sales, research and development, administration, etc would come.
