It preserved an executive committee rather than adopting a singular president. 
The New Jersey Plan was a proposal for the US Constitution. It was focused on insuring that small states got an equal share of representation in the government.

New Jersey was a solution to the representation issue proposed by William Patterson during the Constitutional Convention of 1787. It proposed that each state had a similar "weight" in representation by assigning 1 vote per state in Congress. This plan was supported by the representatives of the smaller states, as they had a significant representation disadvantage over more populated states.
