The Statue of Liberty is being compared to a mother, 'Mother of Exiles'.

She welcomes all, i.e. ushers in all her children with disregard for their origins, "Send these, the homeless, tempest-tost to me,"

In this poem the Statue of Liberty is compared to a welcoming mother of America as the great nation of immigrants. This view was helped by the fact that the Statue was the first great US landmark that immigrants arriving in the United States would see.
