During a campaign event people ( potential voters ) ask questions about issues that concern them. The more the issue concern them, the angrier and more involved the citizen will become. The congressman who wants to be elected needs to take these questions and concerns very seriously as he needs to win the voters' confidence and make the voters vote for him.

Hopefully, he will realize that the issue in question is an important one (in this case it is pollution), and will try to take care of it once elected. Ignoring or playing down petitions of angry citizens, he gets rid of a number of potential voters, which is counterproductive to his political goal.
