Soviet Union

All proxy wars in the Cold war were related to the strategy of containing communism so that it would not spread beyond the Soviet Union. Vietnam, Korea and other proxy fights and funding of rebels (Such as Afghanistan) was to push back communism. There was never a serious attempt to fight communism at the source of its power in the Soviet Union as this would have most likely caused a nuclear war.
