The Virginia plan created a legislative branch based entirely on population. Each state received a number of representatives based on the population in that state.

Which means it favored larger states.
The smaller states did not like the Virginia Plan, because it gave states that were larger too much votes, and the smaller states did not want to be overpowered by the other states votes.

However, the larger states did not like the New Jersey Plan, because they wanted more votes because of their bigger population, and representation by population will be nulled by the New Jersey plan because all states get 1 vote.
