Step One
Express 3 1/4 as an improper fraction.
[tex] \dfrac{3*4 + 1}{4} = \dfrac{13}{4} [/tex]
Step two
Convert this to a percent.
All you do is multiply by 100
[tex] \dfrac{13}{4}*100 = 325\% [/tex]

It is just fine to get over 100%. There are lots of things measured this way. If you are very lucky, one stock you buy might go up this amount.
