What made Virginia and New York finally agree to ratify the Constitution?
a. The state had more Federalists.
b. The Great Compromise was made.
c. A bill of rights was added.
d. The states decided to settle their differences.

Respuesta :

It would be letter C - A bill of rights was added.

On the side of the anti-federalists, the weakest point of the Constitution is the lack of a Bill of Rights. New York and Virginia ratified the Constitution under the condition that a Bill of Rights is added. Ultimately, during the ratification debate in Virginia, Madison conceded that a bill of rights was needed.

Virginia & New York finally agreed to ratify the constitution because:

A bill of rights was added.

Also did it on edge it was right
