A horizontal shift in an absolute value function (or any function that is not a line) is indicated within the set of brackets (or parenthesis or absolute value symbols. They're all pretty much the same).  A horizontal shift is a side to side movement.  The parent graph of the absolute value of x has no number inside there with the x so we have no horizontal movement.  The vertex is still sitting at an x value of 0.  The up and down movement, the vertical movement is indicated by the number outside the parenthesis and after a positive or negative sign.  A positive sign indicates up movement while a negative sign indicates downward movement.  In our translated function, we have no number in with the x, so no side to side movement, but we have a -32 after that, indicating a vertical shift down 32 units.  Third choice down.
