I believe the answer is: The Colorado Supreme Court
The supreme court is the highest level court that exist in united states,and every decisions that created within the suprmee court would override the decisions that was made by lower courts. But it's extremely hard for a case to be accepted to the supreme court since they only hear about 80 cases from 7000 requests each year.
