Incident action planning should always be formulated before the operation to handle a certain incidents in order to provide the workers with general framework on the goals that they should accomplished (along with their responsibilities) while avoid causing additional damage.
The NIM characteristics that helps to eliminate confusion caused by conflicting instructions is known as incident action planning (IAP)
An incident action plan is the culmination in the process of planning. It formally documents our intended activities for the next operational period, which should be prepared to be supported through an organization and with necessary resources.
It starts with understanding the situation before us and getting the required assistance to get it solved. Some situational information is basically identified by IAPs which is the incident objective and tactics, which deals with getting the resources to achieve those goals
To help the tactics, additional resources are needed such as organizational structure, medical plan (for responders), a good communication plan and specific safety information. The IAPs includes the necessary support actions to make the plan achievable, this could be water supply, utility control etc.
IAPs can be applied to anything that involves planning process such as incidents, exercises and pre-planned event. Planning an event or exercises can be great way to explore the planning process and IAPs development.
However, some of the things that should be considered for IAPs include

- Assignment list with roles,
- Situation update and assessment,
- Logistic plan,
- Incident map
- And many more.
Incident planning is the step first to take before any operation take place. It will project what may likely come up in the course of the operation and how it can be well managed.
