No. For example,[tex] \frac{18}{9} [/tex] gives you a 2, which isn't a recurring decimal! You can try this for all sorts of multiples of 9 and you will see that they do not give you recurring decimals. However, there are some, e.g. [tex] \frac{10}{9} [/tex] which gives you 1.1111111....
