The Spanish Empire at the time of Philip II was a complex federation which included Navarra, Castilla and Aragón. This produced internal tensions and also a limit to the apparent power of King Philip. Another problem was thr Moors ,of large population, which eventually broke into a revolt against attempts by the Spaniards to change the Moors ways.
