1) how does being puncture ( on time) show responsibility? why

2) reliable people can be counted on to do what is expected of them. why is hard to be reliable.

I don't those word meaning and that why I am asking you guys to help me to answer to question.

Being punctual (it's not puncture) shows responsibility because it shows that you care enough about whatever you are doing to be on time. Reliable means that if someone asks you to be there for them or help them then they will. It is hard to be reliable because it is a lot of pressure to always be there to help someone since you might not be able to help them.
