8 pencils. 25% is 1/4 of 100%, so you multiply the number by 4 to get 100%.

He would have 8 total pencils because if 25% = 2 then double it -> 50% = 4 now double again or add another 25%/2 your choice but I would double in this situation -> 100% = 8
