B literally says that someone needs to back up their actions with words on order to make it last, proving the point about actions speaking louder

A simply talks about misinterpretations between the Indians. How do we know if it means communication wise? Or action wise? I don't understand what that has to do with actions and words in the first place. So we will stick with B.
