Turn y - 4 = -2/3(x - 6) into a linear equation.

y - 4 = -2/3(x - 6)

y - 4 = -2/3x + 4

 +4                +4

y = -2/3x + 8

The equation that is perpendicular to y = -2/3x + 8 is y = 3x + 4 as shown in the image below using a graph.
