The 9/11 Commission concluded that the attacks might have been prevented with better communication due to the fact that many of the warning signs occurred during the years prior to the attacks.
The National Commission on Terrorist Attacks Upon the United States, also refered to as as the 9/11 Commission, was established on November 27, 2002, "to prepare a full and complete account of the circumstances surrounding the September 11 attacks",such as preparedness for and the immediate reaction to the attacks.
