From the statement ''As a women, she had not been raised to rule Austria'', we can see that the nobility and ruling was not in the hands of the women, but almost exclusively in the hands of the man. The man were the ones that were raised and thought how to rule when they grow up, while the women were largely neglected in that department, as they were not seen as good rulers, but more as a support for the ruler.

Despite all this, when a women came to power and to rule over the people, she actually proved all of that wrong, despite not being thought and raised to rule, she managed to make the country prosperous, peaceful, and nice for living, unlike some of her male successors.
