The New Deal was designed to provide relief to the American people with unemploymment programs such as the WPA and the CCC.  It was trying to recover by creating programs to build up confidence and fix the damage from the Great Depression; an example includes the banking holiday which approved certain banks so that it can build confidence in the banks, after the confidence was undermined following the Stock Market Crash of 1929.  There was reform programs made to prevent from this ever happening again.
