1.- United States' citizens that had not been attacked could have been targeted because of the intervention.

2.- The interests of the United States Citizens that hadn't been damaged could be compromised.

Second, many of the United States citizens' interests in China were compromised already, so the United States government had to support them. However, that could compromise citizens' and citizen's interests in China that had not been compromised already.
