The Legislative branch has numerous duties and powers that they can perform. They cannot appoint a Supreme Court Justice however they can approve the justice via a vote. The Legislative branch is composed of representatives, bicameral chambers, and senators.  

This branch can impeach and remove a sitting president, they have checks on the power of the executive and judicial branch of the government.

The only person who can appoint a Supreme Court Justice is the President of the United States.
