Gerrymandering is the instance where, the electoral boundaries of a certain geographical area are tampered with in order to favour a specific candidate.
The group involved, edits the boundaries with the intention of wasting votes that shall aid the opponent through cutting the voters out through unfair means as discussed above.
This is an election illegality and a political sin that leads to a wrong decision and hence poor leadership.
