Here we have the absolute value function:

h(x) = -|x + 2| + 4

To graph it we need 3 points, one at the vertex x = -2

h(-2) = -|-2 + 2| + 4 = 4

So the point is (-2, 4)

And other two points at the right and left of x = -2, I will use x = 0 and -4.

h(-4) = -|-4 + 2| + 4 = 2

h(0) = -|0 - 2| + 4 = 2

Then we have the points (0, 2) and (-4, 2)

Now to graph the function just connect the point (-2, 4) with (0, 2) and with (-4, 2) using two rays.  The graph can be seen below.
