His contemporaries would have to read further to grasp the absurdity of cooking children as food.

"A Modest Proposal" is a satirical essay written by Jonathan Swift in 1729. Its purpose is to look as if it will provide a serious and reasonable solution when it comes to the poor masses in Ireland.

What the proposal really does is criticize those who exploit the poor, especially landlords and the Church. Swift's solution for the problem is to make children useful by cooking them and serving them as food to the wealthy.

What he means is that the wealthy already devour the poor figuratively by worsening their conditions. It makes sense to simply let them devour the poor literally after all.
