Before the time of Close Circuit Television (CCTV) , the rate of crimes was more and the investigation was very tough from the information gained from people. Criminals do heavy crime in the belief that they are not being watched and escape easily with no trace of evidence.

The author's purpose for writing this passage is to encourage the idea of CCTV and it indeed helps the authorities better.

But after the placement of CCTV in every corners of the street, the idea of being watched becomes a great threat to the criminals. And it becomes a lot easier for the authorities to solve the crime with the use of the videos recorded by the CCTV. In deed the rate of crimes has been reduced, it creates a fear to anyone who tries to attempt a crime on the street.
