Anyone know how to do this because I am so, so, so, lost!

The ratio is 2 : 9.
The value of the ratio is [tex]\frac{2}{9}[/tex].
Solution:
Given data:
Quantity of cups of water used = [tex]\frac{2}{3}[/tex]
Quantity of cups of flour used = 3
Ratio of water to flour used
[tex]$=\frac{2}{3}:3[/tex]
[tex]$=\frac{2}{3}:\frac{3}{1}[/tex]
To make the denominator same.
[tex]$=\frac{2}{3}:\frac{3\times3}{1\times3}[/tex]
[tex]$=\frac{2}{3}:\frac{9}{3}[/tex]
Denominators are same, it is canceled.
= 2 : 9
Hence the ratio is 2 : 9.
Ratio as a fraction = [tex]\frac{2}{9}[/tex].
The value of the ratio is [tex]\frac{2}{9}[/tex].
