Approach the man with caution.
Introduce your self stating your profession ( i.e. A medic ) and level of expertise.
Ask the man certain question like " Are you choking ".
Administer first aid ( Heimlich maneuver ) depending on the response you receive.

When you are in such scene, approach man and also introduce yourself confidently so that you do not cause any further panic to the individual before commencing any first aid. If you ask the man if he is choking and he responds with a nod or a sigh he is most likely choking and you should step in quickly and perform a Heimlich Maneuver on him.
