In mid 1943 the president was being pushed to build up a war assembly office by Senator Harry Truman and his board. Truman's board of trustees and other congressional analytical panels were overwhelmed by the absence of solidarity in the mechanical exertion and requested a solitary regular citizen coordinated obtainment office for all Army, Navy, Maritime Commission, and Lend-Lease needs. Truman realized that Nelson had substantially more authority than he practiced and in this way required a War Mobilization Board, expressing that he would make one by enactment if Roosevelt didn't step up to the plate.
