The Great Compromise was proposed by a delegate from Connecticut, Roger Sherman, which created a two-house legislature, consisting of a Senate and a House of Representatives. The Senate would have an equal number of representatives from each state. This would satisfy the states with smaller populations who had favored the New Jersey Plan. The House of Representatives would include one representative for each 30,000 individuals in a state. This pleased states with larger populations who had favored the Virginia Plan.
Yes i do think that the compromise creating a two-house chamber to balance the needs of smaller and larger states was the best solution. This actually satisfied those states that had smaller number of people and was favoring the New Jersey Plan. The Senate has equal representation from all the states regardless of its population.
