m=[tex] \frac{6-1}{-3--6} [/tex]
m=[tex] \frac{5}{3} [/tex]
Parallel lines have equal gradients;
So, 
y=mx+c
y=5/3x+c
Replacing for x and y;
-1=5/3(15)+c
-1=25+c
c=-26
y=[tex] \frac{5}{3} x-26[/tex]
