Arm tender after a tattoo(got it about 5 hours ago, and it still has the film on it) am I okay to stretch and bend it so it doesn't lock up?

Yes but it all depends on how big it is and the area it covers a lot of tattoo artist will tell you to keep it clean and easy for a week or two allowing it time to heal
