An economic upheaval is an example of an outside event that may influence a president's agenda.
Since upheaval means a violent or sudden change, if the citizens do not agree with some items in the president's agenda that may be concerned with the economy of the country, they are entitled to protest and speak up for their rights, according to the constitution, so that if it leads to an economic upheaval, it could influence a president's agenda.
