Yes, it always is.  The best reason I can think of is the fact that
you have just stated the DEFINITION of a rational number ...
any number that CAN be written as the quotient of two integers.

That is because a rational number is the quotient of two non zero integers.

For example:  2/3, 3/5,  9/2, 5/12, 1/3, 5/1, -4/5,  0/2, -4/3 are all rational numbers.

As long as you are not dividing by 0.

Note that any number that can't be expressed as a ratio of two integers is an irrational number.
