The New Jersey Plan proposed a single legislative house with equal representation for each state.
This plan would benefit smaller states since the smaller states would have equal representatives to the large states. unlike the Virginia Plan, which benefitted larger states. However, larger states were in favor of the Virginia Plan because it stated the legislature should have two houses, with the number of representatives dependent on the state's population.
