An investigator arrived on scene to find a piece of evidence that had not been
collected. The item of evidence was a partially smoked cigarette. The investigator put
on gloves, picked up the cigarette with tweezers and placed it in a paper bag, taking
care to write the case number on the outside of the bag. He sealed the bag with tape
and handed it to another investigator to put in his car. He then searched the scene for
additional hour. He dropped off the evidence bag at the crime lab, but before he
could leave he was told that the evidence could not be accepted because he had not
