I can answer this bc u don't need to read the book or whatever for it I guess. It means that "in some situations, such as when you are in love or waging war, you are allowed to be deceitful in order to get what you want."

basically, they're asking if you think it's okay to lie or cheat to get what you want in certain situations. its a yes or no question, you just need to give a valid reason why. personally, i think yes, because if the situation is severe enough, cheating or lying isn't really important anymore.
