No it was not necessary. After the attack on Pearl Harbor (which was carried out by the Japaneese), Japanese American citezens were discriminated against, such as being arrested with no reason, and having their homes and businesses destroyed.

   Many Japanese Americans were forced to move to Internment camp that had difficult living condtions, and were surrounded by barbed wire.

  So, yes it was unnessesary and cruel for the president at the time to automatically assume that Japanese Americans would betray the U.S and force them all to move into internment camps.
