so, when you think about it that way, the answer is obvious :

it is on the x-axis (with y=0 there is no leaving the x-axis).

on the positive, right side (due to x = 10 = +10).

that makes it also a part of Quadrants I and IV (the counting starts with the +/+ quadrant in the upper right and then goes counter clockwise).

Points are plotted as (x,y) so, you go ten points to the right from (0,0) into the positive range. Then you just stay there and plot your point since your y is 0. Since you did not have to go up/down, your answer will be what axis it is located on, that being your x-axis.
