The balloon will shrink bcuz the average kinetic energy of the helium gas particles in the balloon decreases when the temp decreases. This makes the molecules move more slowly and have less frequent and weaker collisions with the inside wall of the balloon. The pressure will also decrease bcuz air pressure is the total force per unit area
