The significance of carbon having four valence electrons is that it has four bonds which allows it a wide combining capacity.

The valence number represents the ability of the element to gain or give up electrons during a chemical reaction or bond.  

Carbon in its electronic configuration shows that there are 4 electrons in its last shell, missing another 4 to complete it due this it tends to share 4 electrons through covalent bonds.

Thanks to this tetravalence, carbon has a wide combining capacity due to its atoms can be linked in complex structures since they have a four-fold chance of establishing bonds.
