Why is it difficult in a country the size of Australia, with a population concentrated on the coast, to provide services in outback areas? How would providing services be different in a country such as Luxembourg in Europe?

The Australian Outback is desolate and deserted, and mostly populated by animals, making it hard to travel through the rough terrain and wildlife that make up the region. In Europe , the land is hilly and grassy, mostly populated by humans or atleast have settlements, water, and plants to grow. The Australian Outback does not have a lot of plants or grassy areas, meanwhile the Coast of Australia has plenty of water and grass because of the ocean surrounding them.
