Meaning :-
According to the given stanza, there's a young girl who's about 10-11 years of age & she's talking to the moon. The girl says that the moon is absolutely round but doesn't always appear like that. Then she tells that the the starry sky is the moon's dress and he is wearing it right now. She tells that the moon has spread this dress around it in such a way that only its fair-skinned and chubby face is visible from the middle of it.
