The states had all the power, they could collect taxes, they interoperated with the law, they enforced the law, and they could deal with foreign countries. The Central Government could make new laws, but couldn’t enforce them, and they couldn’t collect taxes. Since a weak central government couldn’t enforce laws or collect any taxes, they had to rely on the states, but each state was different.
