The complexions which he assign to the peoples of the countries and continents are:

Purely white:

  • -England and Saxony (Northern Germany and Denmark)

Not Purely white:

  • -Asia, parts of Africa, pre-Columbian America
  • -Africa
  • -Spain, Italy, France, Russia, Sweden

Based on the complete text, we can see that Franklin is making a narration about a select group of people who he says their ethnicity is considerably smaller than the purely white people.

We can see that the purely white people he was referring to were the English and Saxons while the not purely white was people of Asia, Africa and Europe.
