The chloroplasts are surrounded by double membrane but in some protists such as kinetoplastids and brown algae they are three membranes.

This is because of the presence of secondary endosymbiosis that occurs during eukaryotic evolution where heterotrophic eukaryotic cell engulfs a photosynthetic eukaryotic cell which survived in a symbiotic relationship inside the heterotrophic cell.
