He definitely did not set fire to the town - he started crying because his son, Hector, was killed.

From the excerpt, we can infer that after hearing hector's death, the people of troy has lost the ray of hope that They hold. The town soon become gloomy and depressed and all people are losing their spirit to continue fighting. This meant the end of Troy.
