Number of hours, when they will be equal, 
20h = 25h - 100
100 = 25h - 20h
5h = 100
h = 100/5
h = 20

So, from 0 to 20 hours, Test-Prep Center B. is cheaper than A, at 20th hour, they are equal and above 20 hours, Test-prep. Center A. is cheaper than B
