The khrushchev explain why missiles were placed in cuba and why they could now be removed the missiles were supposedly placed because the Khrshchev thought the USSR was a threatened by the US missles in Turkey. Khrushchev was agreed to withdraw the missiles in exchange for a US promise not to invade Cuba and a promise that the US would withdraw missiles from Turkey, near the Soviet heartland.
