For president Kennedy , one setback  to achieving the civil right act of 1963 was the Congress. The leaders were said to have stalled the bill, protested till his assassination. His death brought abought the signing of the bill.

Eisenhower had setback from  Arkansas Governor who was Orval. Eisenhower overcame the challenge by using federal troop to enforce the law.
